I came across this site today. It doesn't have any free rehearsal spaces, but some appear to pretty reasonable at $5 - $10 per hour.

Harold Washington Library - Chicago
This library has 6 free practice rooms available to the public.
Harold Washington Library
400 S State St,
Chicago, IL 60605
6 practice rooms
Article from the Sun Times
"The rooms, furnished with pianos, are available on a first-come, first-served basis during library hours. Musicians are limited to one hour of practice time if there's a waiting list, and must have some form of identification to use the rooms (call 312-747-4850 for information)"

Clarification
If you are interested in listing a place to practice send me the following info:
- Amenities, facilities description
- Location (City, State, Country, address only for place of business)
- Hours
- Contact info (Name, phone, email)
- Cost
- Photos?
- Rules (ie. No smoking, no monkeys, 3 people allowed at a time, mimes are allowed)
That's it!
Any comments or suggestions are appreciated.

Privacy concerns
To allay privacy concerns, we are implementing a policy of not posting addresses of individuals, only City and State will be posted. This should be enough information to determine that a location is nearby. Business addresses will be posted unless we're asked not to.
Contact and amenity information is provided by the individuals or businesses providing the service. We do our best to keep the information up to date, but we cannot guarantee that the information provided is 100% accurate.
Happy Practicing!

Introduction - Call to action
The intention of this blog is to create a place for people to post free or inexpensive practice rooms located around the world. I think there are other people like me who want to be able to conveniently continue their practicing and may also be interested in meeting new musicians.
While on vacation last year, I looked hard for some place that I could continue playing and improving my skill without costing a lot of money. I was successful in contacting a local college that would allow me to practice on their campus, but it turned out to be too far away to be practical. I felt like I wasted a lot of time and energy and I wasn't able to continue my studies.
Therefore, I am willing and able to provide a space for musicians to practice in my home. I can provide the use of my electric piano and coffee if you need it. :)
If you're in the Beaverton, OR area and need a place to practice, drop me an email. I don't have any set hours or anything like that, we'll just schedule a time that works for both of us. Don't be shy.
If you have a space you'd like to list, please email me the location and your contact info and I'll add it to the map.
